EXECUTIVE TEAM

Our staff has more than seventy years combined experience in the deregulated electricity markets, with an average experience level over 12-19 years in the business. Our diverse backgrounds include power and fuel trading, asset management, banking, accounting, risk management, engineering, and electric utility power supply and full planning, and light plant management experience.

John Tzimorangas

President and CEO

John is responsible for the company’s overall operation in the retail and wholesale markets, strategic planning and new business development for the organization. Prior to joining ENE, he served as the General Manager of the Hingham Municipal Lighting Plant, responsible for the entire operation of the municipal utility. Before HMLP, John served as a Director for NSTAR Electric in the Substation and Operations and Maintenance areas of a large private utility. John served as Director of Substations for all 91 cities and towns of NSTAR and prior to that managed the activities of the Cape and Vineyard and also the Plymouth divisions of the company, responsible for the day to day operations and customer relations in these geographic areas. John started his career in the electric industry with Commonwealth Electric, responsible for the operating areas on Cape Cod and Plymouth. John is a graduate of Worcester Polytechnic Institute and received an MBA from Western New England College.

Timothy Hebert

Chief Operating Officer

Tim oversees all aspects of the company’s energy and power services functions to include long- term power marketing and short-term power trading on both an individual customer and aggregated basis. Tim directs those initiatives to enable municipal systems to serve customer demand at the lowest possible cost, while maximizing the value of fuel supply, power contracts, generating plants and emission credits. He oversees all forecasting, reporting and settlement services, as well. Prior to joining ENE, Tim served as Planning Engineer for Taunton Municipal Lighting Plant managing the wholesale supply needs for this 170 MW utility, including fuel procurement for a 136 MW generation facility. He started his career at the Badger subsidiary of Raytheon. Tim received both a BS and an MS in mechanical engineering from the University of Massachusetts Amherst, and an MS Management degree from Bridgewater State University.

Vincent Ragucci III

Senior Executive Vice President

Mr. Ragucci is the Executive Vice President at Energy New England (ENE) and Principal lobbyist at ENE Strategies. At ENE, Vincent is responsible for State and Local Government projects and establishing ENE in sectors beyond the municipal utilities with the same outstanding services that has allowed ENE to grow and expand. These areas include State Agencies, Higher Educational entities, Regional organizations, Local government and business that can benefit from the services provided by ENE. Vincent also previously served during the past 5 years as an outside board member at Energy New England.

His primary areas of expertise include infrastructure, energy, power, transportation, water and land, property and business development. He is registered to lobby in the Commonwealth of Massachusetts and has great relationships at the federal, state and local levels of government. During the past 25 years, Vincent has managed lobbyists in 24 states across the U.S. and has lobbied himself in 10 states. He brings years of professional experience in the areas of government and public relations, public policy and legislative affairs, corporate strategy, business development and in elected and appointed public service. Mr. Ragucci holds a Bachelor of Science in Business Administration from Merrimack College in North Andover, MA. Vincent has also completed a certificate program from Boston College, Chestnut Hill, MA, at the McCormack Business School’s Center for Corporate Community Relations. He has also completed Executive Management Program coursework at University of Michigan Business School, Ann Arbor, MI, Certificate Course in Executive Leadership Training.

David A. Cavanaugh

Senior Vice President Regulatory & Market Affairs

David is Senior Vice President Regulatory & Market Affairs at ENE, responsible for establishment and implementation of regulatory strategies that support and forward the interests of ENE and its customers in the NEPOOL stakeholder processes, with ISO-NE, NESCOE, and at the Federal Energy Regulatory Commission (FERC).

In his role David also provides support to ENE’s Energy Operations, mid and back office teams, and to ENE customers in pursuit of their objectives in the wholesale electric markets.

David brings over 35 years of electric energy industry experience to ENE, having held positions in merchant power, Public Power, Investor Owned Utility, and ISO/RTO organizations.

Dave rejoined ENE in 2017 after spending 3 years with NRG Energy LLC, as Director, Regulatory & Market Affairs for the ISO New England Inc. markets. Prior to his last ENE engagement, in 2013, Dave spent 13 years with ISO New England Inc. in various leadership roles in the Market Operations division including Director of Market Services.

In the early part of his career Dave spent 15 years at Northeast Utilities (now Eversource) where he held numerous positions ranging in scope from generating plant operations, corporate support staff, and Conservation and Load management where he managed NU’s Demand Response and Energy Efficiency participation in the ISO New England Forward Capacity Market.

Beginning with 2021 Dave will serve, in his elected role, as Chair of New England Power Pool (NEPOOL) Participants Committee. Since 2019 Dave has served as the Publicly Owned Entity (POE) sector Vice-Chair. In the POE Vice-chair role, as an officer of NEPOOL, Dave represents POE sector member positions in the NEPOOL process as well as with ISO New England’s Board of Directors, FERC, and New England states officials.
