Former DPU Chair Hibbard Appointed to ENE Board

Mansfield, Massachusetts, March 31, 2023 -​ The Energy New England, LLC (ENE) Board of Directors have voted to appoint Paul Hibbard to the ENE Board as an outside Board Member. Before joining his current employer as Principal at Analysis Group, a global economic and financial analysis firm that conducts research for complex, real-world, analytical problems, Paul was Chairman of the Massachusetts Department of Public Utilities (DPU). During his tenure with DPU, he carried out a forward-looking ratemaking and policy agenda to advance energy efficiency and renewable resources. He also focused on coordinating regional efforts in the development of energy resources and promoting the administration of fair transmission pricing models. 

William Bottiggi, General Manager of Braintree Electric Light Department and Chairman of the ENE Board lauded the addition of Paul Hibbard to the ENE Board noting; “Paul joins our experienced and diverse set of Board Member energy experts with incredible insights to the best path forward to achieving the Commonwealth’s goals of carbon free future.” Hibbard has a comprehensive background in the energy and environmental fields merging business development, technical analysis, resource planning, and public policy. He has many years of experience providing strategic advice to government, industry, business, public interest groups, and trade organizations.

In past roles Hibbard has provided extensive testimony as an expert witness on resource planning, competitive electricity markets, greenhouse gas regulations, and transmission pricing in hearings. “We could not be happier to have Paul joining the ENE Board at a time when the region and the energy industry are going through changes and policy decisions that require insightful thinking to meet these challenges and deliver on the goals of the Commonwealth and the region”, said John G.
